RSS Phase Two Revision Draft


Phase Two Consultation closed 8th December 2008

The RSS Phase Two Revision Draft was formally submitted to the Secretary of State on 21st December 2007. Following the submission of the Draft Revision the Government Office for the West Midlands (GOWM) commissioned a study into options for delivering higher housing numbers. The study was carried out by planning consultants, Nathaniel Lichfield and Partners (NLP), and the final report was published on 7th October 2008 . GOWM have made the study available (click here for more information). In light of this, the Assembly, in agreement with GOWM extended the consultation period on the Phase Two Revision Draft to 8 December 2008.

The consultation on the Draft Revision closed, at midday, on 8 December 2008. Stakeholders also had the opportunity to comment on the Nathaniel Lichfield and Partners Study on higher housing numbers for the Region commissioned by GOWM. All consultation responses informed the Examination in Public which opened in April 2009.

The Board of the West Midlands Regional Assembly met on 3 December 2008 and agreed its response to the consultation and the housing study. The Assembly Board recognised the unusual situation of having to make representations on its own RSS Revisions, but accepted that the potential implications of the Government's housing study on the Strategy was so serious that it needed to restate the Assembly's original position on the Regional Strategy. Following the 8 December 2008 the chairman of the Regional Assembly wrote to the Minister of State for Housing and Planning regarding the RSS Phase Two Revision the letter can be downloaded here. Government Office for the West Midlands Housing Study

Following the WMRA submission draft in December 2007 the GOWM commissioned a study into options for delivering higher housing numbers. Developing the Preferred Option

After many months of discussions and debates, including consultations across the Region, the Preferred Option was agreed by the Regional Planning Partnership in October 2007. The Regional Assembly would like to acknowledge and thank everyone who has contributed throughout the preparation of the Preferred Option document.

Themed Workshop Event 6th June 2007

As part of the process of developing the Preferred Option, WMRA held a technical 'themed workshop' event on the 6th June 2007 to which all RSS Reference Groups and other stakeholder representative groups were invited. The purpose of the event was to consider the 'policy steer' provided by the RPP at its meeting on the 31st May 2007 and to allow the RSS Reference Groups and other stakeholder representative groups an opportunity to make an input into the development of the Preferred Option.

Consultation Event 26th July 2007

To continue the process of developing the Preferred Option a consultation event was held on the 26th July 2007 at the Burlington Hotel, Birmingham. The purpose of the event was to share with regional partners and communities emerging thinking on the shaping of revised RSS policies. The consultation event aimed to help inform the development of a full draft Preferred Option which will be brought before the Regional Planning Partnership on 24th September 2007. The final Preferred Option will need to be agreed by the Regional Planning Partnership in October 2007 before submission to the Secretary of State in December 2007.

Half-day Informal Briefing Event 28th September 2007

A further half-day informal briefing event was held on 28th September 2007. The purpose of the event was to share with stakeholders the conclusions from the Regional Planning Partnership meeting on 24th September 2007 and provide an opportunity for any final feedback and comments on the shaping of revised RSS policies.
