RSS Phase 1 Revision
The full West Midlands Regional Spatial Strategy (formerly RPG 11) was initially published by ODPM in June 2004. Following the publication of the Phase One Revision in respect of the Black Country sub-region by CLG a revised WMRSS was issued in January 2008 which can be viewed here.
RSS Phase 1 Revision History
When the Secretary of State published Regional Planning Guidance for the West Midlands (RPG11), now the Regional Spatial Strategy, in 2004, he recognised that, in some instances, more work was required to develop the strategy further. He noted that in this regard a particularly important sub-regional Study was underway in the Black Country, where there is a particular need to resolve a number of inter-connected issues affecting the area.
Response to the Secretary of State's Proposed Changes
A joint response on behalf of the West Midlands Regional Assembly and the Black Country Consortium has been made to the Government Office in connection with the Secretary of State's Proposed Changes. The Letter and Response forms can be viewed here:
Secretary of State's Proposed Changes
The Secretary of State published her Proposed Changes to the Panel Report on the 10th September 2007. Details of the Proposed Changes can be viewed below:
Publication of Independent Panel Report
As required by planning law, the Draft Revision was examined during January 2007 by an independent Panel appointed by the Secretary of State for Communities and Local Government. The Report following the Examination in Public makes recommendations to the Secretary of State for changes to the Regional Spatial Strategy. Submission of Draft RSS Phase One Revision
The West Midlands Regional Assembly and Black Country Consortium were pleased to present a Draft Revision to the Regional Spatial Strategy to the Secretary of State at the end of May 2006.
The following documents were submitted, and were subject of public consultation between 1st June 2006 and 23rd August 2006.

The Assembly, as Regional Planning Body, has accepted the overarching Black Country Study as a supporting document for the draft RSS Phase One Revision.
